Abstract

The modern world has witnessed significant developments in understanding the digital revolution, which has reshaped management and governance patterns as well as the mechanisms of interaction between the state and society. The United Arab Emirates has emerged as a leading force in driving digital transformation and leveraging it to enhance the performance of public judicial departments. This study analyzes the impact of digital transformation on the UAE’s government system, examining a model of digital implementation aimed at improving the quality of government services and refining decision-making processes to ensure governance, transparency, and efficiency. The research also examines key digital initiatives and strategies adopted by the UAE government—ranging from the transition to e-government and digital government to smart government, artificial intelligence, and integrated digital services—while highlighting major challenges related to cybersecurity, data protection, and the sustainability of digital transformation. It concludes that digital transformation has significantly contributed to modernizing state institutions and enhancing their capacity to meet the demands of sustainable development and global competitiveness; this has positively influenced the evolution of the UAE’s political system and consolidated the digital governance model as a cornerstone of the modern state.
