This study aimed to determine the impact of strategic leadership on the administrative decision-making process upon the occurrence of economic crises. The study population comprised personnel in top and middle management levels at the Iraqi General Company for Textile and Leather Industries in Baghdad, a subsidiary of the Ministry of Industry and Minerals. To achieve the study objectives, a descriptive-analytical approach was adopted. A structured questionnaire was distributed using a stratified random sampling technique, resulting in (223) valid questionnaires retrieved for statistical analysis.
The pivotal statistical result revealed that economic crises play a significant moderating role that intensifies and enhances the impact of strategic leadership on streamlining administrative decision-making compared to normal conditions [0.6.15، 0.6.22]. The study concluded that decision-making efficiency during critical times depends strictly on the leader's adaptive capacity and proactive foresight [0.6.5., 0.6.21]. Accordingly, the study recommends that the investigated company proactively adopt "scenario planning" strategies, ensuring that leadership moves beyond mere reactive crisis response to anticipating and mapping decision-making paths before crises unfold.
