The current research aims to explore and analyze the relationship between labor flexibility and capital intensity, focusing on the mediating role of scalability in information technology flexibility at a thermal power plant. The research problem stems from the increasing challenges faced by the production organization under study due to rapid changes in the work environment and the continuous development of modern technologies. This has necessitated that management seek more flexible methods for managing human and technological resources. These challenges are particularly pronounced in the electricity generation sector, which relies on continuous operation and high-precision performance. The research adopted a descriptive-analytical approach as its methodological framework, using a questionnaire to collect data from a purposive sample of 351 employees from the plant\'s technical and administrative staff. The researchers used several statistical methods in SPSS version 24 to present and analyze the study\'s results. The research concluded that labor flexibility has a significant positive impact on enhancing capital intensity, and that the scalability of information technology flexibility acts as an effective mediating variable that contributes to increasing the efficiency of capital allocation and improving operational processes. The results also showed that investment in technological modernization and the ability of individuals to adapt to new technologies reduce productivity gaps in the thermal work environment.
